The Chartered Executive Leader CExL™ is the apex assessed executive leadership designation awarded by the Chartered Institute of Management Specialists.

The Designation

An Assessed Designation, Not a Title

CExL™ is intended for chief executives, managing directors, board leaders, institutional heads, founders, managing partners and other senior executives with substantial responsibility for organizational direction and performance.

The designation is not awarded solely because an applicant holds a senior position, advanced academic qualification or long record of employment. Every candidate must successfully complete an independent, evidence-based executive assessment.

A functional director may qualify for CSD™ but will not normally qualify for CExL™ unless the evidence demonstrates significant enterprise-wide authority, governance responsibility and sustained executive impact.

Who Should Apply?

CExL™ is designed for senior leaders who hold or have held substantial enterprise-wide, institutional, regional or international responsibility. Suitable applicants may include:

Managing directors
Executive directors
Board members and board committee chairs
Company founders and executive entrepreneurs
Managing partners
Regional and country directors
Heads of major institutions
Senior public-sector executives
Senior military and public-service leaders
Executives responsible for significant organizational transformations
Experienced advisers with sustained board-level responsibility

Holding a PhD, DBA, MBA or another advanced qualification may strengthen an application, but it does not replace the executive experience and impact requirements.

Entry

Executive Entry Requirements

Applicants should normally demonstrate:

  • At least 15 years of professional experience
  • At least seven years in senior executive or enterprise leadership
  • Responsibility for strategy, people, resources and organizational outcomes
  • Significant governance and stakeholder responsibilities
  • Evidence of sustained executive leadership
  • Measurable organizational or societal impact
  • Strong ethical and professional standing
  • Two confidential endorsements from senior professional referees

Exceptional applicants. CIMS may consider an exceptional applicant who does not meet every indicative requirement where substantial evidence of enterprise leadership and executive impact is provided.

Selective admission. Admission to the formal assessment process is selective and subject to a preliminary eligibility review.

Candidates are assessed against the CIMS Executive Leadership Standards, including:

Integrated capability is required. Candidates must demonstrate integrated executive capability. Strength in one area cannot compensate for serious weaknesses in ethics, governance, integrity or professional conduct.

The Process

Executive Assessment Process

Every application moves through seven stages, from eligibility review to a decision by the Executive Designation Board.

  1. Stage 1: Eligibility Review

    CIMS conducts an initial review of the applicant’s executive profile, professional history, leadership responsibilities and organizational scope.

    Only applicants who demonstrate substantial enterprise, institutional or equivalent executive responsibility will be invited to proceed.

  2. Stage 2: Executive Credential Verification

    The applicant’s academic, professional and employment credentials are reviewed and, where necessary, independently verified.

    CIMS may obtain confirmation from universities, employers, professional bodies, regulatory institutions or other relevant organizations.

  3. Stage 3: Executive Leadership and Impact Portfolio

    The candidate submits a structured portfolio demonstrating sustained executive leadership and measurable organizational impact.

    Evidence may relate to:

    • Enterprise growth or organizational improvement
    • Strategy development and execution
    • Governance and board contribution
    • Financial or operational performance
    • Leadership of people and organizational culture
    • Transformation, restructuring or innovation
    • Risk and crisis leadership
    • Stakeholder and societal impact
    • Sustainability and long-term value creation
    • Development of future leaders

    Executive titles and personal statements are not sufficient. Material claims must be supported by credible documentary or independently verifiable evidence.

  4. Stage 4: Enterprise Leadership Case

    The candidate submits a reflective account of a significant leadership challenge, strategic decision or organizational transformation for which the candidate held substantial responsibility.

    The case must demonstrate:

    • Strategic context and complexity
    • The candidate’s authority and personal contribution
    • Options considered
    • Executive judgment and decision-making
    • Governance and stakeholder considerations
    • Ethical and risk implications
    • Actions taken
    • Results achieved
    • Lessons and professional reflection

    Confidential organizational information may be appropriately anonymized or redacted, provided the remaining evidence is sufficient to substantiate the claim.

  5. Stage 5: Confidential Executive Endorsements

    Two senior referees provide confidential endorsements addressing the candidate’s executive responsibilities, professional integrity, leadership capability and organizational impact.

    At least one referee should have direct knowledge of the candidate’s work at board, executive or institutional level.

    CIMS reserves the right to contact referees directly and verify the information contained in an endorsement.

  6. Stage 6: Independent Executive Peer Review

    At least two independent assessors review the candidate’s credentials, impact portfolio, enterprise case and executive endorsements against the CIMS Executive Leadership Standards.

    Assessors must possess appropriate executive, governance or professional-assessment experience and declare any actual or perceived conflict of interest.

    The assessors may request additional documentary evidence or written clarification where the available information is insufficient.

  7. Stage 7: Executive Designation Board Decision

    The CIMS Executive Designation Board reviews the complete assessment record and may:

    • Approve the award
    • Approve the award subject to specified conditions
    • Request additional evidence
    • Defer the application
    • Decline the application

    The decision is based on the complete verified assessment record. Admission to the assessment process does not guarantee conferment of the CExL™ designation.

Evidence

Verification of Executive Achievements

Candidates must provide sufficient evidence to substantiate the executive achievements presented in their leadership and impact portfolios.

For each material achievement, the candidate must identify

  • The organizational context
  • The candidate’s position and authority
  • The challenge or opportunity addressed
  • The decisions and actions personally led by the candidate
  • The measurable results achieved
  • The period during which the achievement occurred
  • The evidence or independent persons capable of confirming the claim

CIMS may verify an achievement through

  • Official corporate or institutional records
  • Published annual reports or regulatory filings
  • Board, governance or project documentation
  • Financial or operational performance reports
  • Confirmation from an authorized employer representative
  • Confidential executive referee statements
  • Reliable public announcements
  • Direct verification with the responsible organization
  • Additional evidence requested by the assessors

Two forms of evidence. Each major achievement should normally be supported by at least two forms of evidence, including one source independent of the candidate.

CIMS determines whether the available evidence reasonably substantiates the achievement. This process does not constitute a financial, legal or regulatory audit.

Declaration of accuracy. Candidates must declare that all submitted information is accurate and complete. False, altered, misleading or materially exaggerated evidence may result in rejection, withdrawal of the CExL™ designation and removal from the public register.

The digital credential may be displayed on LinkedIn, executive biographies, professional profiles and other approved platforms.

Standing

Maintaining CExL™ Status

CExL™ holders are required to maintain high standards of professional conduct and continuing executive development.

Continued use of the designation is subject to:

  • Annual confirmation of professional standing
  • Compliance with the CIMS Code of Professional Conduct
  • Continuing professional development
  • Disclosure of material professional or regulatory sanctions
  • Periodic renewal
  • Payment of applicable renewal fees

CIMS may suspend or withdraw the designation where a holder fails to satisfy the applicable ethical, professional-standing or renewal requirements.

It is not an academic degree, academic doctorate, government license or statutory professional qualification. It does not confer the title “Dr.” and must not be represented as equivalent to a PhD, DBA or other academic award.

The designation confirms that the holder satisfied the applicable CIMS Executive Leadership Standards at the time of assessment and remains subject to continuing professional-standing and renewal requirements.
